How BIR withholding tax works on Philippine salaries

Withholding is a pay-period collection toward income tax. Understand the taxable-pay base and bracket formula before comparing it with the deduction on a payslip.

Withholding is not the same as your final annual tax

An employer withholds part of compensation during the year and remits it to BIR. The payroll figure is based on taxable compensation and the applicable withholding table for the period. Your final annual position depends on the full taxable year, including information and adjustments that one isolated payslip cannot show.

This is why two questions should be separated: “Was this cutoff computed from the right taxable pay?” and “Will my total annual withholding reconcile with my annual tax?” The first is a pay-period calculation; the second requires year-to-date facts.

Start with taxable compensation, not gross cash received

Gross earnings can contain basic salary, premiums, bonuses, allowances, reimbursements, and adjustments. Payroll classifies each item under the tax rules and subtracts applicable employee statutory contributions when determining the withholding base. Not every amount credited to you necessarily belongs in the same taxable-compensation subtotal.

A reliable check therefore begins with the line items. If your own calculation applies a bracket directly to headline gross salary while payroll uses a different taxable base, the two answers can disagree even when both use the same bracket table.

  • List each earning and its payroll classification.
  • Identify employee statutory contributions included in the calculation.
  • Separate current-period pay from a prior adjustment.
  • Check whether the pay period is monthly, semimonthly, weekly, or daily.

A bracket uses a base amount plus a marginal rate

A progressive bracket does not apply its highest percentage to the entire taxable amount. Once taxable compensation enters a bracket, the formula uses the fixed base tax for that range plus the marginal percentage on only the amount above the bracket threshold.

Illustrative annual example using the 2023-onward table: taxable income of ₱500,000 falls in the over-₱400,000 to ₱800,000 range. The calculation is ₱22,500 plus 20% of ₱100,000, for ₱42,500. It is not 20% of the full ₱500,000. Payroll tables adapt the thresholds to the pay period.

Payroll frequency changes the table thresholds

A monthly payroll and a semimonthly payroll should not apply the same peso thresholds to a single check. The BIR withholding table expresses corresponding brackets by payroll period so collection is distributed across the year. Use the period that matches the slip being checked.

Do not simply divide one isolated monthly result by two if the two cutoffs carry different taxable earnings. A bonus, allowance, absence, or retroactive adjustment can make the semimonthly bases unequal.

Irregular compensation can create a surprising cutoff

A taxable bonus, commission, leave conversion, or adjustment can push one period’s taxable compensation into a higher marginal bracket. That does not necessarily mean the entire amount was taxed at that higher rate, and it does not by itself determine the year-end outcome.

Ask payroll which amount was classified as taxable and whether the item is being annualized or reconciled under its process. For 13th-month and other benefits, tax treatment can depend on the statutory aggregate exclusion and the total benefits received during the year—not only the label on one line.

Year-end annualization reconciles the calendar year

Payroll annualization considers the year’s taxable compensation and tax already withheld. A final adjustment can occur when earlier payroll estimates, job changes, bonuses, or corrections mean the amount collected does not match the year-end calculation.

Keep payslips and the employer-issued tax certificate so the annual figures can be checked. If you had more than one employer, other income, or a filing obligation beyond substituted filing, obtain appropriate tax guidance rather than relying on a single public calculator.

A practical withholding check

For the selected pay period, reconstruct taxable compensation, select the matching BIR period table, identify the bracket threshold, and calculate base tax plus marginal tax on the excess. Compare the result with payroll, allowing for prior-period or year-end adjustments that the public form does not know.

  • Confirm the tax table’s effective period.
  • Use taxable compensation, not automatically gross pay.
  • Apply the marginal rate only to the bracket excess.
  • Ask about an adjustment instead of treating a variance as proof of an error.

Is withholding tax an extra tax on top of income tax?

No. Compensation withholding is generally a collection mechanism toward income tax. The calendar-year computation and tax already withheld are reconciled under the applicable rules.

Why did withholding increase when I received a bonus?

The bonus may have increased taxable compensation for the period or affected annualization. Confirm which portion was taxable and how payroll applied the table and year-to-date figures.

Can I multiply one payslip’s withholding by 24 to know annual tax?

That can be misleading when pay varies, bonuses or adjustments occur, or annualization changes the final periods. Use complete calendar-year taxable compensation for an annual estimate.
